Opinions please re N Carolina Trooper who hanged and kicked K-9 partner for refusal to drop chew toy?

Sorry, but I can't watch this video however, if what you said is true, then the officer in question should not be allowed to have a dog, should be prosecuted for animal abuse and cruelity and should be removed from the police force. If he is that impatient with an animal, imagine what he can do with a human - and this man is allowed to carry a gun????? God help us.
