Can ALLEGATIONS be basis of filing complaint against alleged person by anyone?(India) check details.?

If on the basis of personal conversation if every one start filling criminal complaints each other then half the Indian population will be sitting the courts for such fictitious cases, but this is not so. The complaint regarding any offence has to be based on real facts, evidence & cirstances, then only any court takes contingence of such complaint, making police complaint for any cognizable offence is different issue but getting the court to take cognizance of the complaint there has to be some evidence on records otherwise sorry no court has so much time for entertaining such criminal complaints.
