Female Zebra finch behaviors?

i just got another zebra finch and i have a female already and i think the new one is a boy but not sure and the female almost PLUCKED ALL THE FEATHERS OFF HIS HEAD! is this normal behavior for a female cause when i first had a male then got her she plucked my old males head feathers off, can anyone help me???
